World Conference Chairperson: Dr. Shailendra Palvia
Dr. Shailendra C. Jain Palvia is a tenured Professor of MIS at the C.W. Post campus of Long Island University. During 1997-2004, he was the director of MIS at Long Island University. He received his Ph.D. and M.B.A. from the University of Minnesota. Prior to that, he received his B.S. in Chemical engineering from the Indian Institute of Technology in New Delhi, India.
His research interests and publications are in the areas of -- Management of the Systems Development Process, Human Side of Information Technology, Social Issues of Information Technology, Global Issues of Information Technology, IT Applications and Architecture, Telecommuting, Computer Software Training Methods, Global Electronic Commerce, Global Outsourcing of IT and IT Enabled Services, and e-Government.
He has published over 140 refereed articles in journals, conference proceedings, and books. His publications (published or forthcoming) are in journals like the Communications of the ACM, MIS Quarterly, Decision Sciences, Journal of Information Systems, Information & Management, Journal of Systems Management, International Journal of Information Management, Electronic Markets, Information Resource Management Journal, Journal of Industrial Management and Data Systems, Journal of Global Information Management, and Journal of Information Systems Education.
As Founding Editor, he edited the Journal of IT Case and Application Research (JITCAR) for 9 years during 1999-2007. Since 2002, he has been chairing the annual international smart-sourcing conferences (www.outsourceglobal.org). Over the years, he has been invited to speak in Germany, India, Italy, Singapore, Thailand, and Russia.

Mr. Gustavo Pares. CEO of Financetech, 2620 Paseo de la Reforma, Lomas Altas, Mexico DF.  M.B.A. Gustavo Pares is the CEO of one of the top Consulting firms in Mexico and active advocate for the use of  IT as a strategy for the development of Latin America.  Gustavo has worked on several projects for companies such as Amercian Express, ING, Nestlé, L´Oréal.  He has worked as an advisor for the  Mexican Government in Baja California Norte.  He has implemented several projects in Latin America to promote  the use of IT in Small and Mediums Sized companies – this resulted in more than 345 companies in Mexico, Chile, Peru, Venezuela and Argentina implementing free ERP systems to improve their competitiveness.
In terms of participation in international conferences, Mr. Gustavo was Local Arrangements Chair for the 10th Annual World Conference of the Global Information Technology Management Association (GITMA) held in Mexico City, Mexico in June, 2009; Track Chair for the 9th Annual GITMA World Conference held in Atlanta, Georgia, in June 2008; and an Invited Panelist at the 8th annual GITMA world conference held in Naples, Italy in July 2007.
Mr. Pares is professor and researcher at the Tech of Monterrey and was nominated in 2007 as of the best professors of the year. Professor Pares has published more than 50 articles and research papers in well known magazines, websites, and newspapers around the world published by IGI Global, MSDN, Code Guru, Information Week, El Economista, Consultoría Empresarial, Microermpesa Mexicana, Netmedia, El financiero among others.  He is also a contributing author for the book on, “Software Process Improvement for Small and Medium Sized Enterprises,” edited by Hanna Oktaba, IGI Publishing, 2008.
